The book takes the reader, step by step through the process of formulating a public investment project; from problem identification to evaluation; integrating the criteria that the National Planning Department - DNP proposes for its processes, with the techniques that the Project Management Institute - PMI recommends for the definition of scope, time and cost.
In the first chapter, the concepts of projects and their different phases are analyzed, comparing those determined by the DNP with those established by the PMI. In this way, the reader is provided with the necessary theoretical elements to start theformulation process.
The second chapter develops in two parts the proposed process to formulate a public investment project. It begins by taking a preliminary diagnosis as a starting point, which the formulating team must carry out, before addressing the situation it wants to resolve. From this point, the authors use the logical framework methodology to guide the analysis of stakeholders and problems, together with identification of objectives, the selection of solution alternatives, definition of indicators, ending with the identification of assumptions and risks.
In the second part of chapter two, the authors use the PMI techniques to prepare the solution alternative. They start with the Work Breakdown Structure and from this determine the scope, schedule and execution costs. Finally, supported by the methods proposed by the DNP, the book provides the reader with mechanisms to estimate income and benefits, prepare cash flow and calculate useful profitability indicators for financial evaluation.
The book closes with the conclusions of the authors and a series of recommendations that are made to the reader to carry out a successful formulation process. |

Este libro está escrito a partir de la experiencia que los autores han recopilado durante su ejercicio profesional, tanto en la formulación y dirección de proyectos de inversión pública, como en el ejercicio académico de la enseñanza en las aulas. El libro lleva al lector, paso a paso por el proceso de formular un proyecto de inversión pública; desde la identificación del problema hasta la evaluación; integrando los criterios que el Departamento Nacional de Planeación - DNP plantea para sus procesos, con las técnicas que el Project Managment Institute - PMI recomienda para la definición de alcance, tiempo y costo. En el primer capítulo, se analizan los conceptos de proyectos y sus diferentes fases, comparando aquellas que determina el DNP con las que establece el PMI. De esta manera, se proporciona al lector los elementos teóricos necesarios, para iniciar el proceso de formulación. El segundo capítulo, desarrolla en dos partes el proceso propuesto para formular un proyecto de inversión pública. Inicia tomando como punto de partida un diagnóstico preliminar, que el equipo formulador debe realizar antes de abordar la situación que quiere resolver. Desde de este punto, los autores usan la metodología de marco lógico para orientar los análisis de involucrados y problemas, junto con identificación objetivos, la selección de alternativas de solución, definición de indicadores, finalizando con la identificación de supuestos y riesgos. En la segunda parte del capítulo dos, los autores se valen de las técnicas del PMI para preparar la alternativa de solución, inician con la Estructura de Desglose del Trabajo y a partir de esta determinan el alcance, el cronograma y los costos de ejecución. Finalmente, soportado en los métodos propuestos por el DNP, el libro proporciona al lector, mecanismos para estimar los ingresos y beneficios, elaborar el flujo caja y calcular los indicadores de rentabilidad útiles para la evaluación financiera. El libro cierra con las conclusiones de los autores y una serie de recomendaciones que se hacen al lector para llevar a cabo un exitoso proceso de formulación de proyectos.
