In chapter 1, the relationship between State and University is enunciated., making an analysis on the management of financing by the State to the state and private University and how the policies that have been installed in educational matters have been government plans; in chapter 2, reference is made to the relationship between the Market and the University, where it is evident how the competition for fiscal resources has been and the relationship that the company has with the university; in chapter 3, a relationship is made between access and the University, emphasizing the impact of accessing a loan for higher education, within the framework of the “Ser pilo paga”1 program and finally; chapter 4, the voices of the University, where the experiences of teachers and students are linked, regarding the vision they have in terms of financing, educational policies, international organizations and privatization. |

El presente libro busca hacer una reflexión sobre el problema de la financiación en Colombia desde tres ámbitos: Estado, mercado y acceso; y la manera como se relaciona con la universidad entre los años 1992 - 2012. En el Capítulo 1, se enuncia la relación entre el Estado y la Universidad, haciendo un análisis sobre el manejo de la financiación por parte del Estado a la universidad estatal y privada y cómo han sido las políticas que se han establecido en materia educativa dentro de los planes de gobierno; en el Capítulo 2, se hace referencia a la relación entre el mercado y la Universidad, donde se evidencia cómo ha sido la competencia por los recursos fiscales y la relación que tiene la empresa privada con la Universidad; en el Capítulo 3, se hace una relación entre el acceso y la Universidad, haciendo énfasis en el impacto que tiene acceder a un crédito para los estudios superiores, en el marco del programa “Ser pilo paga”1, y por último, el Capítulo 4, las voces de la Universidad, donde se vinculan las experiencias de docentes y estudiantes, respecto a la visión que tienen en materia de financiación, políticas educativas, organismos internacionales y privatización.
