| description | The insufficiency of instruments oriented to the prevention and mitigation of the desertification process is one of the factors that affect the exacerbation of this environmental problem present in the northeast of Boyacá Department, in the middle basin of Chicamocha River. Based on the above, some strategies that contribute to the management of this process are proposed, considering biophysical, socioeconomic and political-institutional elements of the basin that aim at the consolidation of a tool for the decision making in this regard. The development of the study is synthesized in three stages: 1) identification of the possible strategies to prevent and mitigate desertification, 2) representation and spatial distribution of the potential strategies against the basin deterioration and 3) theoretical-practical evaluation of the strategies. As a result, four strategies were defined, covering sustainable production systems and practices, payment for environmental services schemes, monitoring and early warning systems, and regulatory figures focused on the declaration of protected areas. The biophysical conditions of the basin provide several alternatives for the location of the strategies, in which the use and type of soil coverage and the respective national frameworks are decisive; however, socioeconomic conditions became a possible limitation for its implementation. Finally, most of the strategies are included in the regional planning instruments, which represents a starting point for their eventual execution. |

La insuficiencia de instrumentos orientados a la prevención y la mitigación del proceso de desertificación es uno de los factores que incide en la agudización de esta problemática ambiental presente en el noreste del departamento de Boyacá, en la cuenca media del río Chicamocha. Con base en lo anterior, se proponen algunas estrategias que contribuyen al manejo de dicho proceso, considerando elementos biofísicos, socioeconómicos y político-institucionales de la cuenca que apuntan a la consolidación de una herramienta para la toma de decisiones al respecto. El desarrollo del estudio se sintetiza en tres etapas: 1) identificación de las posibles estrategias para prevenir y mitigar la desertificación, 2) representación y distribución espacial de las y 3) evaluación teórico-práctica de las estrategias. Como resultado se definieron cuatro estrategias que abarcaron los sistemas y las prácticas de producción sostenible, los esquemas de pago por servicios ambientales, los sistemas de monitoreo y alerta temprana, y las figuras reglamentarias enfocadas en la declaración de áreas protegidas. Las condiciones biofísicas de la cuenca brindan varias alternativas para la localización de las estrategias, en las cuales son determinantes el uso y el tipo de cobertura del suelo y los marcos nacionales respectivos; sin embargo, las condiciones socioeconómicas se constituyeron en una posible limitante para su implementación. Finalmente, la mayoría de las estrategias están incluidas en los instrumentos de planeación regionales, lo que representa un punto de partida para su eventual ejecución. A insuficiência de instrumentos voltados à prevenção e mitigação do processo de desertificação é um dos fatores que afetam a exacerbação dessa problemática ambiental presente no nordeste do Estado de Boyacá, na bacia média do rio Chicamocha. Com base no exposto, são propostas algumas estratégias que contribuem para a gestão de dito processo, considerando elementos biofísicos, socioeconômicos e político-institucionais da bacia que apontam para a consolidação de uma ferramenta para a tomada de decisões nesse sentido. O desenvolvimento do estudo é sintetizado em três etapas: 1) identificação das possíveis estratégias de prevenção e mitigação da desertificação, 2) representação e distribuição espacial das potenciais estratégias contra a deterioração da bacia e 3) avaliação teórico-prática das estratégias. Como resultado, foram definidas quatro estratégias que abrangem os sistemas e as práticas de produção sustentáveis, os esquemas de pagamento por serviços ambientais, os sistemas de monitoramento e alerta precoce e as figuras regulatórias voltadas para a declaração de áreas protegidas. As condições biofísicas da bacia fornecem várias alternativas para a localização de estratégias, nas quais o uso e o tipo de ocupação do solo e os respectivos enquadramentos nacionais são determinantes; no entanto, as condições socioeconômicas tornaram-se numa possível limitação para sua implantação. No final, grande parte das estratégias está inserida nos instrumentos de planejamento regionais, o que representa um ponto de partida para sua eventual execução.
