description In recent decades, there has been an increase in socio-environmental conflicts around mining in Latin America as a result of the impact of the extractivist model on local communities. As a result, different repertoires of collective action have been generated around these conflicts, whose origin is not only the product of macroeconomic policies, but also are protected by territorial and environmental institutions that favor the intervention of external economic actors. The objective of this article is to analyze the implications of land management policies in the processes of socio-environmental conflict, based on the study of two mining conflicts, one in the province of Huasco, Chile, and the other in the province of Chubut, Argentina. The methodology introduced a recognition of the characteristics of the territories that was complemented with a documentary search on the development of the conflict, the actors and the environmental and territorial regulations in force in both countries. The results presented are partial and were developed within the framework of a larger research work. As a conclusion, it is proposed that territorial planning is not only a planning instrument, but also a process to articulate interests and territorialities, generally opposed, that the more they consider a participatory logic of the different actors that occupy the territory, the more sense it will have for those who live there.

En las últimas décadas, se ha producido un aumento de los conflictos socioambientales en torno a la minería en América Latina como producto del impacto del modelo extractivista en las comunidades locales. A raíz de ello se han generado diferentes repertorios de acción colectiva en torno a dichos conflictos, cuyo origen no solo es producto de políticas macroeconómicas, sino que también están amparados en una institucionalidad territorial y ambiental que favorece la intervención de actores económicos externos. El objetivo de este artículo es analizar las implicaciones de las políticas de ordenamiento territorial en los procesos de conflictividad socioambiental a partir del estudio de dos conflictos mineros, uno en la provincia de Huasco, en Chile, y el otro en la provincia de Chubut, en Argentina. La metodología incorporó un reconocimiento de las características de los territorios que se complementó con una búsqueda documental sobre el desarrollo del conflicto, los actores y las normativas ambientales y territoriales vigentes en ambos países. Los resultados presentados son parciales y fueron desarrollados en el marco de un trabajo mayor de investigación. Como conclusión, se plantea que el ordenamiento territorial no solo es un instrumento de planificación, sino un proceso para articular intereses y territorialidades, generalmente opuestas, que en tanto más consideren una lógica participativa de los diferentes actores que ocupan el territorio, más sentido cobrará para quienes lo habitan. Nas últimas décadas, têm-se produzido um aumento dos conflitos socioambientais em torno da mineração na América Latina em decorrência do impacto do modelo extrativista nas comunidades locais. Como resultado, têm sido gerados diferentes repertórios de ação coletiva em torno desses conflitos, cuja origem não é apenas produto de políticas macroeconômicas, mas também são protegidas por uma institucionalidade territorial e ambiental que favorece a intervenção de atores econômicos externos. O objetivo deste artigo é analisar as implicações das políticas de ordenamento do território nos processos de conflito socioambiental a partir do estudo de dois conflitos mineiros, um na província de Huasco, no Chile, e outro na província de Chubut, em Argentina. A metodologia incorporou um reconhecimento das características dos territórios que se complementou com uma pesquisa documental sobre o desenvolvimento do conflito, os atores e as regulamentações ambientais e territoriais em vigor nos dois países. Os resultados apresentados são parciais e foram desenvolvidos no âmbito de um trabalho de investigação mais amplo.
