This information differs with reality since this territory has one of the most productive human resources and a wide variety of natural resources. According to these characteristics there should not be such low human, economic, and social living conditions for its population. The socio-economic situation becomes even worse for people who live in minor cities, especially in the smallest towns where there are not conditions to produce and generate an excellent life quality.  People survive in poverty and deprivation with a high level of dependency which does not allow them to reach development for a dignified life. This is the case of Sora, a small town in Boyacá, where, due to its particular conditions of natural and human resources scarcity, the socio-economic circumstances are even more serious. This complex problem caused this investigation to determine possible solutions to poverty, indigence, low level of education, lack of health prevention programs, and low production of goods and services, as elements that have an effect on the development of rural community.

Las estadísticas nacionales indican que Boyacá es el segundo departamento más pobre de Colombia, datos que contrastan con la realidad ya que posee uno de los recursos humanos más productivos y una extensa gama de riquezas naturales que pareciera que con estas características no tendría por qué haber alto deterioro de las condiciones humanas, económicas y sociales de sus habitantes. La situación socio-económica se agrava aún más en los moradores de sus municipios especialmente de los municipios pequeños en donde no existen las condiciones necesarias para producir y generar excedentes sino que logran sobrevivir en pobreza e indigencia y con un alto nivel de dependencia que no les permite el pleno desarrollo de sus potencialidades para vivir dignamente. Tal es el caso del municipio de Sora donde por condiciones particulares de escasez de recursos naturales y poblacionales la situación social y económica de sus habitantes es más crítica. Esta problemática originó la investigación para determinar alternativas de solución a la pobreza, la indigencia, el bajo nivel educativo, la falta de prevención en salud y la baja producción de bienes y servicios como factores que inciden en el desarrollo de la comunidad rural.
