description Action plans are instruments aimed at supporting the implementation and execution of research agendas in social enterprises providing timelines and mechanisms for stakeholder participation. This paper describes the action plan 2018-2028 for the Carmen de Bolivar Research Station (CB-RS), a member of the AGROSAVIA Corporation in Colombia. This plan is oriented to promote the competitiveness and sustainability of this RS and increase the impact on its hinterland: the states of Sucre and Bolivar. We build this plan as a participatory process of three methodological steps: assessment of the CB-RS´s current situation, identification of competitive advantages, and design of the action plan. The current situation assessment showed a local research gap related to the need for harvest and postharvest technologies and the redundant unnecessary provision of new plant cultivars and breeding programs. Using this gap, we promote the participative creation of a portfolio of strategic actions that includes the creation of technological innovations suited to the needs of local stakeholders. The findings described here are an important input for creating a new CBRS plan of action in the post-pandemic scenario.

Los planes de acción son instrumentos de planificación que facilitan el proceso de implementación e incorporación de agendas de investigación con plazos de tiempo definidos mediante investigación participativa en las instituciones orientadas a la generación de impacto social.  Este documento describe el plan de acción de la Sede El Carmen de Bolívar (SCB) de Agrosavia 2018 -2028 orientado a promover la competitividad y sostenibilidad de este centro de ciencia e incrementar su impacto en su área de influencia: los departamentos de Sucre y Bolívar. Este Plan de Acción empleó una metodología participativa con tres fases principales: el diagnóstico del entorno de la SCB, la identificación de las ventajas competitivas y debilidades del centro, y lineamientos estratégicos integrados en el plan de acción institucional. El diagnóstico de entorno permitió evidenciar que existe una demanda territorial insatisfecha para las áreas de manejo de cosecha y postcosecha. Por otra parte, existe una oferta tecnológica relacionada con material de siembra y mejoramiento genético que los actores regionales no están demandando. Este artículo presenta un portafolio de acciones específicas que confluyen en el propósito de la generación de oferta tecnología (OT) pertinente a los territorios y acorde a las demandas del productor. Los hallazgos descritos en este documento son un insumo para el desarrollo de un nuevo plan de acción para la SCB en el actual escenario postpandemia.
