El propósito del presente artículo es describir y analizar el proceso inmediato por el cual llegaron al poder, considerando los discursos políticos que les influyeron y el problema coyuntural de la masificación, más los vínculos de la Universidad con la movilización social y asimismo sus conflictos con los grupos locales de poder. Los materiales que lesirven de base son documentos de archivo, noticias hemerográficas y bibliografía.
