description | As Colombia is a social state based on the rule of law, the wide normative that regulates the topics includes the labor component that must be taken into account from the incorporation of the personnel in the organizations; the Onboarding defined as the process of integration of the new collaborator in the company, strategy that the authors have been working on to be implemented in the ESE Santiago de Tunja, is a key factor in the business development and its detailed study, has a direct impact on the spirit of the organization. The following document presents a normative review of the contractual link between worker and company; the normative is structured as a normogram, under the categorical cross technique (which is explained in the development of the research) and is focused on the Health sector. The review also presents a direct relationship with two additional topics: decent and dignified work and soft skills as a topic integrated to labor linkage and integration (Onboarding) and productive development. The descriptive review was carried out based on the institutional tools of the Public Function Normative Manager, and databases such as Scopus and Google Scholar. The analysis of the regulations revealed contradictions in their application in relation to their development, finding in the Colombian case a high percentage of workers who are not hired directly but through other forms of non-labor and outsourcing, which results in a precariousness of the worker's conditions and deteriorates the policy of decent and dignified work, a situation that is widespread in the country. |

Al ser Colombia un estado social de derecho, la amplia normativa que regula las temáticas incluye el componente laboral que debe ser tenido en cuenta desde la incorporación del personal en las organizaciones. El onboarding –definido como el proceso de integración del nuevo colaborador en la empresa, estrategia que trabajan los autores para ser implementada en la ESE Santiago de Tunja– es un factor clave en el desarrollo empresarial y su estudio pormenorizado incide directamente en el espíritu institucional. Este texto revisa la normativa del vínculo contractual entre trabajador y empresa, la cual se estructura a manera de normograma, bajo la técnica de cruz categorial (que se explica en el desarrollo de la investigación) y se enfoca para el sector de la salud. La revisión también presenta una relación directa de dos temáticas adicionales que son: trabajo digno y decente, y las habilidades blandas como tema integrado a la vinculación e integración (onboarding) laboral y el desarrollo productivo. La revisión descriptiva se realizó con base en las herramientas institucionales del Gestor Normativo de la Función Pública y bases de datos como Scopus y Google académico. El análisis realizado de la normativa evidenció contradicciones en la aplicación de ésta frente a su desarrollo, encontrándose para el caso colombiano un alto porcentaje de trabajadores que no se vinculan por contratación directa sino por otras formas de vinculación no laboral y por tercerización, lo cual deriva en una precarización de las condiciones del trabajador y deteriora la política de trabajo digno y decente, situación que se encuentra generalizada en el País.
