The purpose of this article is the specific analysis of aspects of organizational management that affect the financial performance, but from the point of view of an interinstitutional collaborative relationship. An analysis was done for a case study of the relationship between the Ministry of Interior and the National Police of Colombia, as part of the Policy and the National Security Strategy and Civic Coexistence. The analysis allowed demonstrates the need to strengthen the planning process in coordination between the parties involved in the collaborative relationship and so they can better articulate their resources. This will make it possible to add value to the experience of the institutions involved, their processes and procedures, and thus enhancing the agreements reached. |

En Colombia la Administración Pública permite generar relaciones interinstitucionales, cuyo objeto es la colaboración entre diferentes Entidades para que desde el ejercicio de sus funciones puedan aunar esfuerzos a través de acuerdos que faciliten la implementación de Políticas Públicas. El objeto de éste artículo es analizar aspectos propios de la gestión organizacional que afectan la ejecución financiera, pero desde el punto de vista de la relación de colaboración interinstitucional. Se efectuó un análisis a partir del estudio de caso de la relación entre el Ministerio del Interior y la Policía Nacional de Colombia, en el marco de la Política y la Estrategia Nacional de Seguridad y Convivencia Ciudadana. El análisis permitió evidenciar la necesidad de fortalecer el proceso de planeación, de manera coordinada, entre las partes que participan en la relación de colaboración, de modo que puedan mejorar la articulación de sus recursos. De esta forma será posible dar un valor agregado a la experiencia de las instituciones involucradas, a sus procesos y procedimientos, potenciando así los acuerdos alcanzados.
