These institutions were conceived not only as a level of basic shaping for the cultural and intellectual development of citizens, but also as an enabling space to enthrone society under liberal and republican principles. The ambitious coverage plans in primary education ran into a hostile environment marked by the economic crisis, the fiscal deficit, and the political-military tension all this amid a fragile and fluctuating administrative structure. This situation led to propose new and varied forms of financing, which involved a more active support and commitment from the community and government agencies at local scale.

El naciente gobierno republicano emprendió esfuerzos con miras a brindarle mayor importancia a las escuelas primarias. Estos establecimientos fueron concebidos no solo como un nivel de formación básica para el desarrollo cultural e intelectual de los ciudadanos, sino también como un espacio propicioparaentronizar en la sociedad los principios liberales y republicanos. Los ambiciosos planes en cobertura de educación primaria se tropezaron con un ambiente hostil signado por la crisiseconomica, el deficit fiscal y la tensión  político-militar en medio de una frágil y fluctuante estructura administratica. Esta situación conllevó a plantear nuevas yvariadas formulas de financiacion, lo cual implicó un apoyo y un ompromiso más activo por parte de la comunidad y de las instancias de gobierno a escala local.
