description | Between the fifties and seventies the dictatorship of Alfredo Stroessner executed an unprecedented expansion of all educational levels, by implementing reforms and innovations in content and infrastructure of the Paraguayan educational system, with emphasis on teacher training in rural areas. These transformations were performed under the watchful guidance of US cooperation agencies, which implemened similar policies in the region as part of its geopolitical project of the moment. These educational policies went hand in hand with the modernization of the agrarian structure of the country. In Paraguay, there is no research into the implications of this relationship. However, through analysis of unpublished documents from the library of the Higher Institute of Education, we can develop, in a preliminary manner, the ideological justifications that legitimize the modernization of the agrarian structure through the educational system. Understanding the link between the agrarian structure and educational policies is fundamental to a critical interpretation of the current period of democratic transition, whose limitations come from the authoritarian political system established in the country for so many decades. |

Entre los años cincuentas y setentas la dictadura de Alfredo Stroessner realiza una expansión sin precedentes de todos los niveles educativos, implementando reformas e innovaciones en el contenido y la infraestructura del sistema educativo paraguayo, con énfasis en la formación docente en el ámbito rural. Estas transformaciones se realizan bajo el atento asesoramiento de organismos de cooperación estadounidenses, que implantan similares líneas políticas en la región como parte de su proyecto geopolítico del momento. Estas políticas educativas van de la mano con la modernización de la estructura agraria del país. En el Paraguay no hay investigaciones que profundicen las implicancias de esta relación. Sin embargo a través del análisis del discurso de documentos inéditos hallados en la biblioteca del Instituto Superior de Educación, se pueden develar de manera preliminar, las justificaciones ideológicas que legitiman, a través del sistema educativo, la modernización de la estructura agraria. La comprensión del vínculo entre la estructura agraria y las políticas educativas es fundamental para comprender de manera crítica el periodo actual, de transición democrática, cuyas limitaciones devienen del sistema político autoritario instaurado por tantas décadas en país. Entre os anos 1950 e 1970, a ditadura de Alfredo Stroessner leva uma expansão sem precedentes de todos os níveis de ensino, a implementação de reformas e inovações no conteúdo e na infra-estrutura do sistema educacional paraguaio, com ênfase na formação de professores em áreas rurais. Essas transformações são realizadas sob atenta orientação de agências de cooperação norte-americanos, que implementam semelhantes políticas na região, como parte de seu projeto geopolítico neste período. Estas políticas educacionais caminham junto com a modernização da estrutura agrária no país. No Paraguai não há nenhuma pesquisa mais profunda sobre as implicações dessa relação. No entanto, através da análise do discurso de documentos inéditos encontrados na biblioteca do Instituto Superior de Educação, podem ser preliminarmente desvendadas as justificativas ideológicas que legitimam, através do sistema educacional, a modernização da estrutura agrária. Entender a ligação entre a estrutura agrária e as políticas educacionais é fundamental para compreender criticamente o atual período de transição democrática, cujas limitações são produtos do sistema político autoritário estabelecido no país por tantas décadas.
