La fórmula tiene estas características: 1) Fija el cobro teniendo en cuenta la capacidad socioeconómica de los estudiantes y no en función de la carrera, 2) Mantiene el monto global de los ingresos que recibe la universidad por concepto de matrícula, 3) Es equitativa porque las personas con menores recursos pagan relativamente menos, 4) No afecta la actual estructura de consumo de los hogares.El diseño de la tarifa se realizó después de revisar las fórmulas de las otras universidades públicas y de examinar las características socioeconómicas de las familias de los admitidos en la UPTC en el contexto general de las encuestas de hogares.
