El Estado, a través de los organismos y entidades que lo integran, tiene como propósito buscar el interés y el bienestar general, para lo cual, independientemente de su forma y organización, debe garantizar derechos a los ciudadanos con el fin de proteger la dignidad humana. Proceso en el cual, para el caso de Colombia, los municipios, distritos y departamentos, al igual que los esquemas asociativos territoriales, ejercen un papel protagónico, tarea que cada vez se realiza de manera más eficiente y eficaz en la medida en que la nación ha llevado a cabo su proceso de repartición de competencias con las entidades territoriales en diferentes sectores.
