Summary:To the extent that already a very high percentage of the world ́s population access to Internet, it intends to recognize this access to the Internet as a human right, where by means of habeas data right in corporates the right to oblivion. This would be that States subsidize the use of the Internet and eliminate intermediaries who take huge profits from the exploitation of an asset which should be public and free.
