| description | After twenty years from the implementation of the General System of Social security in Colombia, is attempted, since the conceptual and historical analysis, to determine the ideological support of the healthcare services. We try to focus in a parallel between the social and juridical visions of the concepts of Fundamental Right and Public Service, as well as the implications that they have in the relationships of people with the state, in terms of guarantees and citizen’s protection. We do an approach to the historical moment that caused the promulgation of the Law 100 of 1993, in terms of the functionality and indicators of the National System of Health created from 1975, and a pursuit to the achievements and mistakes of the new system, with the purpose of inviting to think on the real necessities and necessary strategies to consolidate the Social Security’s System in Colombia. |

Trascurridos veinte años desde la implementación en Colombia del Sistema General de Seguridad Social, se intenta, desde el análisis histórico conceptual, determinar el soporte ideológico de la prestación de los servicios asistenciales de salud. Para ello se busca establecer un paralelo entre las visiones sociojurídicas de los conceptos de derecho fundamental y servicio público, así como las implicaciones que ellos tienen en las relaciones de las personas con el Estado, en términos de garantías y protección del ciudadano. Se hace una aproximación al momento histórico que dio lugar a la promulgación de la Ley 100 de 1993, en términos de la funcionalidad e indicadores del Sistema Nacional de Salud vigente desde 1975, y un seguimiento a los logros y desfases del nuevo sistema, con el propósito de invitar a una reflexión sobre las reales necesidades y estrategias indispensables para consolidar la seguridad social en Colombia.
