| description | In Colombia has been triggered an internal armed conflict for land tenure, as a result of social inequalities and ideological diversity, causing a series of displacements of the civilian population and systematic violations of the rights of our farmers, especially those located in rural areas of the country. This situation has led to constant intervention of foreign governments, NGOs and IDP populations, and the issue of the 1448 Act of 2011, named «Law of Victims and Restitution of Land”, which seeks to meet the needs of the vulnerable population, in order to ensure the restoration of the rights which had the population before the dispossession of their lands. The Colombian Constitutional Court, meanwhile, in its continuing statements, has established procedural guarantees and has granted rights to IDP population, to fully comply with the laws and programs convened by the government. |

En Colombia se ha desatado un conflicto armado interno por la tenencia de la tierra, producto tanto de las desigualdades sociales, como de la diversidad ideológica, provocando una serie de desplazamientos de la población civil y la vulneración sistemática de los derechos de nuestros campesinos, especialmente de los ubicados en la zona rural del país. Esta situación ha dado lugar a constantes intervenciones de gobiernos extranjeros, de varias ONG y de la misma población en estado de desplazamiento, y a la expedición de la Ley 1448 de 2011, denominada «Ley de Víctimas y Restitución de Tierras”, que busca suplir las necesidades de la población vulnerable, a fin de garantizar el restablecimiento de los derechos que tenía la población antes del despojo de sus tierras. La Corte Constitucional colombiana, por su parte, en sus continuos fallos, ha establecido unas garantías procesales y ha otorgado unos derechos a la población desplazada, para lograr a cabalidad el cumplimiento de las leyes y programas de desarrollo convocados por el Gobierno.
