Partiendo de la concepción de las nuevas condiciones globales del sistema internacional, este trabajo pretende desarrollar el derecho humano a la democracia y la implicación del reconocimiento de este en los sistemas políticos. Determina el autor, que la democracia viene siendo un límite constitucional y legal al ejercicio arbitrario del poder político. Este escrito se desarrolla desde el concepto de globalización, estableciendo que la democracia es una de las nuevas condiciones globales del sistema internacional. Igualmente el reconocimiento y la universalización de derechos es fundamental en el desarrollo de este trabajo, así como las diferentes concepciones de democracia y el ejercicio de esta, dando paso finalmente a una conclusión interesante que resulta de un acercamiento a la democracia considerada como un derecho humano y como una condición global del sistema internacional, con un papel fundamental en el desarrollo del mismo.
