description | In this article, strategies to govern children and underprivileged youth are discussed through the analysis of two public institutions for the protection and the professionalization of this social group. State presence in the organization and the maintenance of the Companhia de Aprendizes Marinheiros de Sergipe —Company of Trainee Seaman in Sergipe— and in the Asilo de Meninos Desvalidos —Home for Destitute Children— located in the city of Rio de Janeiro was taken as a point of reference. In this sense, the emergence of the public assistance-based approach and its practices are highlighted and, consequently, also the role of the State in the education of poor children at the military barracks as well as in the preparation for a particular job in different sectors of society. In order to facilitate the research, a set of documents was gathered including reports of Ministers, rules and regulations of the institutions concerned. The research is based on the notions of civilization and protecting / welfare state. The analysis of the intersection that exists between these two institutions allowed us to understand the heterogeneity of a particular way of organizing the assistance for the professionalization, in other words, civilian and military institutions having acquired functions of refuge and professional education, in addition to regular education. |

En este artículo se discuten las estrategias de gobierno de niños y jóvenes desamparados mediante el análisis de dos instituciones públicas de protección y profesionalización de este grupo social. Se tomó como referencia la presencia del Estado en la organización y el mantenimiento de la Compañía de Aprendices Marineros de Sergipe y en el Asilo de los Niños Desvalidos ubicado en la ciudad de Rio de Janeiro. En ese sentido, se resaltan las prácticas de la emergencia del asistencialismo público y, por lo tanto, el papel del Estado en la educación de los niños pobres tanto para los cuarteles militares como para los puestos de trabajo en los sectores de la sociedad civil. Para facilitar la investigación se hizo una serie documental integrada por informes de ministros y por normas y reglamentos de las instituciones en cuestión. La investigación se basa en las nociones de civilización y de Estado protector/providencia. El análisis de la intersección existente entre estas dos instituciones nos permitió comprender la heterogeneidad de una manera peculiar de organización de la asistencia para la profesionalización, o sea, establecimientos civiles y militares que han adquirido las funciones de asilo y de formación profesional, además de la escuela regular. Dans cet article, on discute les stratégies pour gouverner les enfants et la jeunesse désemparée à l’aide de l’analyse de deux institutions publiques et de professionnalisation de ce groupe social. Comme point de référence, on a retenu la présence de l’État dans l’organisation et le maintien de la Companhia de Aprendizes Marinheiros de Sergipe (Compagnie des apprentis marins de Sergipe) et dans l’Asilo de Meninos Desvalidos (Asile d’enfants démunis) situé dans la ville de Rio de Janeiro. Dans ce sens, on souligne les pratiques de l’émergence de l’assistanat publique et, par conséquent, le rôle de l’État dans l’éducation des enfants pauvres tant pour les casernes militaires que pour les postes de travail dans les secteurs de la société civile. Afin de faciliter la recherche, on a recueilli une série de documents intégrée par des rapports de ministres et par des règles et des règlements des institutions concernées. La recherche est fondée sur les notions de civilisation et d’État-protecteur / État-providence. L’analyse de l’intersection existant entre ces deux institutions a permis de comprendre l’hétérogénéité d’une manière particulière d’organisation de l’assistance à la professionnalisation, soit les établissements civils et militaires ayant acquis les fonctions d’asiles et de formation professionnelle, outre l’enseignement régulier. Este artigo discutiu as estratégias de governo de crianças e jovens desvalidos por meio da análise de duas instituições públicas de proteção e profissionalização à esse grupo social. Tomou-se como referência a presença estatal na organização e manutenção da Companhia de Aprendizes Marinheiros de Sergipe e do Asilo de Meninos Desvalidos localizado na cidade do Rio de Janeiro. Nesse sentido, foram destacadas as práticas da emergência do assistencialismo público e, portanto, o protagonismo do Estado brasileiro na formação de crianças pobres, tanto para os quadros militares quanto para os postos de trabalho nos setores da sociedade civil. Para viabilizar a investigação foi constituída uma série documental composta por relatórios de ministros; normas e regulamentos das instituições em exame. A investigação ancorou-se nas noções de civilização, e Estado protetor/providência.
