En este artículo se analiza el control político contemplado en la Carta Política, que inicialmente quedó en manos del Congreso de la república, ejercido exactamente por cada una de las cámaras sobre el Gobierno nacional. Pero ese control no solamente fue otorgado al legislativo, sino que también fue establecido para que las asambleas departamentales y concejos municipales lo aplicaran sobre los gobernadores y alcaldes, con ocasión de sus funciones.
