description This article presents a revision about the regulations’ formulation and evolution related to information and communication technology (TIC) in the processes of standards registration and high quality accreditation, and in the Colombian higher education’s syllabus and its implementation at Univesidad Nacional de Colombia (UNAL) and Universidad Pedagógica y Tecnológica de Colombia (UPTC). The qualitative analysis was demarcated in the education’s historical line with an approach on the comparative education. Principal and secondary documentary sources were examined. The TIC’s mandatory valuation was emphasized on indicators associated to TIC infrastructure in spite of rules investigate about capacitation and use of these technologies, in which a systematic monitoring must be boosted. The regulations must give emphasis to pedagogical appropriation from teachers, it would drive actions and strategies at the interior of the universities, moreover, it would expound procedures to get the curricular, pedagogical and institutional strategies integrated in order to assure its use and achieve the planned benefits of technology for education.

Este artículo realiza una revisión sobre la formulación y evolución de la normativa relacionada con las Tecnologías de la Información y la Comunicación (TIC), en los procesos de registro calificado y de acreditación de alta calidad, en los programas académicos de Educación Superior de Colombia y su implementación en la Universidad Nacional de Colombia (UNAL) y en la Universidad Pedagógica y Tecnológica de Colombia (UPTC). El análisis cualitativo, estuvo enmarcado en la línea Historia de la Educación con un enfoque en Educación Comparada. Se examinaron fuentes documentales primarias y secundarias. La valoración obligatoria de las TIC, hizo énfasis en indicadores referentes a infraestructura en TIC, a pesar de que las normas también indagan sobre capacitación y uso de estas tecnologías, aspectos en los cuales debe fortalecerse el seguimiento sistemático. La normativa debe enfatizar en la apropiación pedagógica por parte de los profesores, lo que impulsaría acciones y estrategias al interior de las universidades, además de manifestar procedimientos para la integración curricular, pedagógica y/o estrategias institucionales para asegurar su uso y obtener los beneficios proyectados de la tecnología para la educación. Cet article fait une révision sur la formulation et l’évolution de la normative liée aux Technologies de l’Information et de la Communication (TICE), dans les processus d’inscription qualifiée et de certification de haute qualité, dans les programmes académiques d’Éducation Universitaire en Colombie, et leur implémentation à l’Université Nacional de Colombia (UNAL) et à l’Université Pedagógica y Tecnológica de Colombia (UPTC). L’analyse qualitative a été encadrée dans la ligne Histoire de l’Éducation visée sur l’Education Comparée. On a examiné des sources documentaires primaires et secondaires. La mise en valeur obligatoire des TICE a fait emphase sur des indicateurs référents à l’infrastructure en TICE, malgré le fait que les normes enquêtent sur formation et utilisation de ces technologies-là; des aspects dans lesquels la suivie systématique doit se renforcer. La normative doit mettre l’accent sur l’appropriation pédagogique de la part des professeurs, ce qui promouvrait des actions et des stratégies à l’intérieurs des universités,en plus de manifester des processus pour l’intégration du curriculum, de la pédagogie et/ou des stratégies institutionnelles pour assurer leur utilisation et obtenir des bénéfices projetés de la technologie pour l’éducation. Este artigo realiza uma revisão sobre a formulação e evolução da normativa relacionada com as Tecnologias da Informação e Comunicação (TIC), nos processos de registro qualificado e de acreditação de alta qualidade, nos programas acadêmicos de Ensino Superior de Colômbia e sua implementação na Universidade Nacional de Colômbia (UNAL) e na Universidade Pedagógica e Tecnológica de Colômbia (UPTC). O analise qualitativo, esteve marcado na linha Historia da Educação com um enfoque em Educação Comparada. Examinarem-se fontes documentais primarias e secundarias. A valoração obrigatória das TIC fez ênfase em indicadores referentes à infraestrutura em TIC, embora as normas também indaguem sobre capacitação e uso destas tecnologias, aspetos nos quais deve fortalecer-se o seguimento sistemático. A normativa deve enfatizar na apropriação pedagógica por parte dos professores, o que impulsaria ações e estratégias ao interior das universidades, ademais de manifestar procedimentos para a integração curricular, pedagógica e/ou estratégias institucionais para assegurar seu uso e obter os benefícios projetados da tecnologia para a educação.
