This initiative was presented by Vicente Lombardo Toledano and the Popular Party (PP) in 1951, during the XLI Legislature (1949-1952). This event is correlated with the emergence of political opposition in the Chamber of Deputies. In the same year as the PP proposes reform, the National Action Party (PAN) proposes another initiative of electoral reform. Both proposals propitiate a legislative debate that identifies the importance of elections as an instrument of State political control and proposed its reformulation. In this sense, the principal contribution of this study is to visibilize the proreform discourses of political opposition in a period which is often through of as being characterized by authoritarianism and censorship. |

El presente artículo analiza, a partir de las herramientas metodológicas de la historia política y la historia institucional, la primera propuesta para la implementación de un sistema electoral de representación proporcional en México y sus principales repercusiones en la formulación de leyes electorales posteriores. Dicha iniciativa fue presentada por el Partido Popular ( PP ) de Vicente Lombardo Toledano, en 1951, durante la XLI Legislatura (1949-1952). Este hecho se correlaciona con la emergencia de la oposición política en la Cámara de Diputados, ya que a la par de la propuesta del PP , el Partido Acción Nacional ( PAN ), el mismo año, propuso una iniciativa de reforma electoral. Ambas propuestas propiciaron un debate legislativo que identificaba la importancia de las elecciones como instrumentos de control político por parte del Estado y proponía su reformulación. En este sentido, la principal aportación de este trabajo es hacer visibles los discursos pro reformas electorales en correlación con la emergencia de la oposición política en un período en que se suele pensar que el autoritarismo los vedaba. Cet article analyse, à partir des outils méthodologiques de l’histoire politique et de l’histoire institutionnelle, le premier projet cherchant à mettre en place un système électoral de représentation proportionnelle au Mexique, ainsi que ses plus importantes conséquences dans la formulation des lois électorales postérieures. Si cette initiative, qui a été présentée par le Parti Populaire (PP) de Vicente Lombardo Toledano en 1951 à la XLI législature (1949-1952), est liée à l’émergence de l’opposition politique au Mexique c’est parce qu’en même temps le Parti d’Action National (PAN) proposait une réforme électorale. Ces deux projets de loi sont à l’origine d’un débat législatif où les élections ont été présentées comme des instruments de contrôle politique de la part de l’État qu’il fallait reformuler. Dans ce sens, le but principal de ce texte est de rendre visibles les discours en faveur des réformes et de les mettre en rapport avec l’émergence de l’opposition politique dans une période où l’on a l’habitude de penser qu’ils étaient interdits par l’autoritarisme.
