El estudio se centra en el análisis del proceso constitutivo de la Junta conservadora de los derechos de Fernando VII en Mérida, inspirada en la de Caracas, a su vez consecuencia delas juntas regionales españolas que como aquellas, en ausencia del rey, la soberanía, volvía al pueblo. Se plantea que la Junta de Mérida, en representación del pueblo, acogió la propuesta de Caracas con genuina vocación autonómica, se separó de la provincia de Maracaibo y se erigió en provincia, organizó su administración, nombrando sus propias autoridades, sin plantearse, de manera alguna, la ruptura del vínculo con la monarquía, a la que juró fidelidad y respeto. Igualmente, se examina el proceso de adhesión a la junta emeritense de los núcleos urbanos que formaron parte de la antigua provincia de Mérida.
