description Liberalism and neoliberalism entail, as a benchmark, two historic events of great value, the Declaration of Rights of Man and of the Citizen during the French Revolution, and the Universal Declaration of Human Rights of 1948, benchmarks of a new mode of social organization based not on rights but onmarketing strategies as an essential characteristic of neoliberalism, where citizenship entails the fulfillment of certain requirements typical of the reason, skin color (preferably white), religion, gender and property and its change until today is not significant, because although there are formal structures in the States, simulating the redefinition of the term, in practice it has not been reached, such as against the protection of the human right to health in States like Colombia, where the term is in the classification of the social security system, but does not exist yet in the realization of health services.

Liberalismo y neoliberalismo implican dos acontecimientos históricos de gran valor, la promulgación de la Declaración de Derechos del Hombre y del Ciudadano, durante la Revolución francesa, y la Declaración Universal de Derechos Humanos de 1948, referentes de un nuevo modo de organización social basada no en derechos, sino en estrategias de mercado como característica esencial del neoliberalismo, donde ser ciudadano conlleva el cumplimiento de ciertos requisitos, propios de la razón, el color de piel (preferiblemente blanco), la religión, el género y la propiedad, y sin que su variación sea significativa hasta hoy, pues si bien existen estructuras formales en los Estados que simulan la resignificación del término, en la praxis no se ha llegado a su aplicación, tal como sucede por ejemplo, frente a la protección del derecho humano a la salud en Estados como el colombiano, donde el término se encuentra en la clasificación del sistema de seguridad social, pero no existe aún en la materialización de los servicios en salud.
