Enfatiza que la apertura fue impuesta por el Banco Mundial cuyos lineamientos se diseñaron a partir del consenso de Washington. Se argumenta que los resultados del proceso aperturista en variables tales como crecimiento, empleo, niveles de ingreso etc., son pobres, y de ahí la necesidad de plantear un nuevo modelo que genere mayor producción, mayor nivel de empleo, pero sobre todo que contribuya a una sociedad más ejecutiva.
