description A guide to evaluation of the quality of Virtual Learning Objects (VLO) is presented as support for basic secondary and middle education. The pedagogical aspects and curriculum guidelines issued by the Ministry of National Education (MEN, Spanish acronym) for areas of knowledge taught in Colombian institutions are taken as a reference. The study was carried out using an instrument design with a quantity scale factor, based on a hermeneutic analysis of the pedagogical guidance documents and the standards and curriculum guidelines established by the MEN. In order to formulate the evaluation instrument, constructivism was considered. This guide is supported by factors of critical meaningful learning and by aesthetic, technological, and content elements. Its compatibility is given by learning objects evaluation methodologies such as LORI, COdA and ECOBA. As a result, a guide to evaluation of the quality of VLO was designed and validated, which includes a metric formulated for carrying out a statistical study of reasoning. Its main objective is to verify the implementation of guidelines and basic learning rights in the Colombian education context.

Se presenta una guía de evaluación de calidad de objetos virtuales de aprendizaje [OVA], como apoyo a la educación básica secundaria y media. Se toman como referentes aspectos pedagógicos y lineamientos curriculares establecidos por el Ministerio de Educación Nacional [MEN] para las áreas de conocimiento impartidas en las instituciones colombianas. El estudio se formuló desde un diseño instrumental con factor de escala cuantitativa a partir de un análisis hermenéutico de los documentos de orientación pedagógica y de los lineamientos y estándares curriculares definidos por el MEN. Para la formulación del instrumento de evaluación se tuvo en cuenta el modelo pedagógico constructivista —sustentado en factores del aprendizaje significativo crítico y en elementos tecnológicos, de contenido y estéticos—, cuya compatibilidad es aportada por metodologías de evaluación de objetos de aprendizaje de LORI, COdA y ECOBA. Como resultado se diseñó y se validó una guía de evaluación de calidad de OVA que contiene una métrica formulada para realizar un estudio estadístico de razón, orientada principalmente a verificar la implementación de lineamientos y derechos básicos de aprendizaje en el contexto educativo colombiano. On présente un guide d’évaluation de la qualité des Objets Virtuels d’Apprentissage (OVA), en tant qu’appui à l’enseignement secondaire de base et moyen. On prend comme référence des aspects pédagogiques et des directives concernant les programmes d’enseignement qui ont été définies par le Ministère de l’Éducation Nationale (MEN) pour les domaines de la connaissance dispensés au sein des institutions en Colombie. L’étude a été formulée en prenant une conception des instruments avec un facteur d’échelle quantitative, sur la base d’une analyse herméneutique des documents d’orientation pédagogique et des directives et les normes de programmes établies par le MEN. Le constructivisme a présidé à la formulation du guide d’évaluation fondé sur des facteurs de l’apprentissage significatif critique et sur des éléments de contenu, technologiques, et esthétiques, dont la compatibilité est apportée par des méthodes d’évaluation d’objets d’apprentissage tels que LORI, COdA, et ECOBA. De ce fait, un guide d’évaluation de la qualité des OVA, contenant une métrique qui vise à réaliser une étude statistique du raisonnement, a été conçu et validé. Son objectif principal est de vérifier l’implémentation de directives et droits fondamentaux d’apprentissage dans l’environnement éducatif colombien.
