description | As from 2011, the Centro Nacional de Memoria Histórica (National Centre of Historical Memory) has become a location for the official enunciation of memory in Colombia, consolidating itself as an institutional space which fosters an extensive reconstruction of historical memory. However, the Victim's Law, which created this centre and commissioned it to create, design, and manage a museum of memory, did not envision an institutional support structure for the places dedicated to memory in the country. The changes in political administration have jeopardized its work, resulting in important drawbacks in terms of victim participation, visibilization, research orientation, and financing. Taking this into consideration, the aim of this paper is to reflect, from the process of the construction and management of the Colombian Historical Memory Museum (2012-2019), upon how the changes in government affected the way in which memory is constructed from institutional locations. The pertinence of this approach is that said institution will become the most important landmark of representation of the memories of the armed conflict. It is hoped that it will be a central reference, as a symbolic official location regarding what is constructed, narrated and disseminated as the collective memory of the armed conflict in Colombia. |

El Centro Nacional de Memoria Histórica, se ha convertido desde el 2011, en el lugar de enunciación oficial de la memoria en Colombia, consolidándose como un espacio institucional que propicia la reconstrucción amplia de memoria histórica. Sin embargo, la Ley de Víctimas que creó este Centro y le dio el mandato de crear, diseñar, y administrar un museo de la memoria, no previó un andamiaje institucional para los lugares de memoria en el país, por lo que los cambios de administración política han puesto en jaque sus gestiones, llegando a materializarse en retrocesos importantes en términos de participación de víctimas, visibilización, orientación de la investigación y financiamiento. En este sentido, el objetivo de este texto es reflexionar desde el proceso de construcción y gestión del Museo de Memoria Histórica de Colombia (2012-2019), cómo los cambios de gobierno afectaron la forma cómo se construye memoria desde lugares institucionales. La pertinencia de esta aproximación, es que esta institución se convertirá en el más importante referente de representación de las memorias de las víctimas del conflicto armado, se espera que sea un referente central como lugar simbólico oficial sobre lo que se construye, narra y difunde como memoria común del conflicto armado colombiano. Le Centre National de Mémoire Historique est devenu depuis 2011 le lieu d’énonciation officiel de la mémoire en Colombie, en se consolidant comme un espace institutionnel qui facilite une reconstruction large de la mémoire historique. Cependant, la Loi de Victimes, qui a donnée naissance au Centre et l’a chargé de concevoir, créer et gérer un musée de la mémoire, n’a pas prévu de système institutionnel pour les lieux de la mémoire du pays, de telle sorte que les changements politiques au sommet de l’Etat ont mis en échec sa mission. Ceci est visible dans un recul important de la participation desvictimes et dans leur visibilité, ainsi que dans l’orientation de la recherche et le financement du Centre. Dans ce contexte, le but de cet article est de préciser, dans le cadre du processus de construction et gestion du Musée de Mémoire Historique de Colombie (2012-2019), quelle incidence ont eu les changements de gouvernement dans la manière de construire la mémoire à partir des institutions publiques. La pertinence de notre approche s’explique par l’importance centrale qu’aura laditeinstitution dans la représentation des mémoires des victimes du conflit armé, et par son caractère de lieu symbolique officiel de ce qui est construit, raconté et diffusé à propos de la mémoire commune du conflit armé colombien.
