description This paper describes and analyzes the political and social context that framed and led to the instructionist reform in 1870 in the Sovereign State of Santander, preamble of formal schooling of teaching and normal schools for the training of teachers in Colombia. It is proposed a local look that allows to place the circumstances that made possible and necessary to implement the reform in a specific region of Colombia during the second half of the XIX century. The text holds that in the Sovereign State of Santander between 1863 and 1870 there was an enabling political and social environment that favored the adoption of a radical reform of the public instruction system, and also that  the local elite identified  ideological elements and facts that justified intervention in the education sector. The text is divided into two parts: the first analyzes and describes the point of view of the ruling elite with respect to the public instruction, and the second describes the actual situation of the educational system that they wanted to reform. This work is a historical research based on primary sources which were cataloged and analyzed to obtain the data presented and it provides new insights into one of the most important educational reforms of the XIX century.

El presente artículo describe y analiza el contexto político y social que enmarcó y dio origen a la reforma instruccionista de 1870 en el Estado Soberano de Santander, preámbulo de la escolarización formal de la enseñanza y de las Escuelas Normales para la formación de maestros en Colombia. Se propone una mirada local que permita ubicar las circunstancias que hicieron posible y necesaria la aplicación de la reforma en una región colombiana especeifica durante la segunda mitad del siglo XIX. El texto sostiene que hubo en el Estado Soberano de Santander entre 1863 y 1870, un ambiente político y social propicio a la adopción de una reforma radical del sistema de instrucción pública y que la élite local identificó elementos ideológicos y hechos concretos que justificaban un intervención en el sector. educativo. El texto se divide en dos partes, la primera analiza y describe la mirada que la élite gobernante tenía con respecto a la instrucción pública, y la segunda describe la situación real del sistema educativo que se quería reformar. Este trabajo es  una investigación histórica con base en fuentes primarias que fueron catalogadas y analizadas para la obtención de los datos presentados y que aporta nuevos conocimientos sobre una de las reformas educativas más importantes del siglo XIX.
